2019 Florida Ongoing Data Requirements Annual Report

On July 1, 2019, pursuant to the ongoing data requirements of the Environmental Protection Agency’s (EPA's) Data Requirements Rule (DRR) in 40 CFR 51.1205, the Florida Department of Environmental Protection (Department) submitted an annual report to EPA for the areas around six DRR-applicable sources in Florida that EPA designated "Attainment/Unclassifiable" for the 2010 one-hour sulfur dioxide (SO₂) National Ambient Air Quality Standard (NAAQS) based on modeling of actual SO₂ emissions. The six sources subject to the ongoing data requirements are:

• Duke Energy’s Crystal River Power Plant (Crystal River);
• Jacksonville Electric Authority’s (JEA) Northside Generating Station/St. Johns River Power Park (NGS/SJRPP);
• Gulf Power Company’s Crist Electric Generating Plant (Crist);
• Nutrien (formerly PotashCorp [PCS]) White Springs Agricultural Chemicals Suwannee River/Swift Creek Complex);
• WestRock CP, LLC’s Fernandina Beach Mill (WestRock); and
• Lakeland Electric’s C.D. McIntosh Power Plant (McIntosh).

The DRR requires that these areas be reviewed annually to document the annual SO₂ emissions of each applicable source in each such area and determine whether additional modeling is needed to characterize the air quality in any area.

The annual report documents SO₂ emissions decreases for all six areas and requests EPA’s approval to terminate the ongoing data requirements under the DRR for Crystal River and Crist. {Note: On January 27, 2020, the EPA approved the Department's request to terminate the ongoing data requirements under the DRR for Crystal River, in Citrus County, and Crist, in Escambia County.}
