What We Do

The Water Compliance Enforcement Program (WCEP) in Tallahassee facilitates statewide coordination of compliance and enforcement activities relating to the development of policy, guidance and training materials to ensure consistency among the six district offices for the state’s Industrial Wastewater, Domestic Wastewater and the National Pollutant Discharge Elimination System (NPDES) Stormwater programs. Furthermore, the WCEP administers the compliance and enforcement activities associated with the processing of Discharge Monitoring Reports (DMRs) for the NPDES Stormwater Program.  

WCEP is responsible for the federal data management reporting activities associated with the Wastewater and NPDES Stormwater programs.

Additionally, WCEP coordinates with the U.S. Environmental Protection Agency (EPA) on implementation of the NPDES components of the Clean Water Act.

WCEP also operates and maintains the department’s Electronic Discharge Monitoring Report (EzDMR) System, which is a secure web-based information system that allows wastewater facilities to electronically submit their DMRs to the department. By offering several streamlined reporting options, the EzDMR system offers significant labor savings for both the department and the regulated community and improves the accuracy of compliance data by helping to eliminate data entry errors.
