Volusia County Fire Rescue Training Center is located at:

This facility is used for firefighting training programs. The facility is served by a municipal water supply system that provides its drinking water. There are three on-site wells used for training purposes and filling fire trucks. There is one additional irrigation well on-site well that is no longer utilized.  Firefighting aqueous film forming foam (AFFF) is not currently used at this facility and has not been used for training in over ten years.  It was previously applied in grassy swales bordering the northern and western sides of the facility’s burn tower pad. There is an on-site retention pond.

A site reconnaissance of the facility was completed on April 30, 2019.  A preliminary site assessment was performed on July 30, 2019. Twenty-four soil samples, two sediment samples, two surface water samples, an irrigation well and duplicate sample, and a product sample (Class A Phos-Chek) were collected.  In addition, two temporary monitor wells were installed and sampled to evaluate groundwater quality. 

On Aug. 23, 2019, the FDEP Central Laboratory certified the results of the sample event.  On-site groundwater was contaminated with perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS) above the provisional Groundwater Cleanup Target Level.  Soil contamination was identified at concentrations surpassing DEP’s provisional soil cleanup target level. DEP advised the Florida Department of Health (DOH) of these results and directed them to develop and implement a community sampling plan.

DOH completed the sampling of ten potable wells around the Volusia County Fire Rescue Training Center on March 31, 2020, and found no wells that exceeded the Health Advisory Level. DOH efforts are ongoing. 

During 2022, DEP assumed project management duties associated with continued per- and polyfluoroalkyl substances (PFAS) assessment at the facility.
