Bulk gasoline plants are storage and distribution facilities for petroleum-based products having a Reid Vapor Pressure (RVP) of 4 pounds per square inch absolute or greater such as gasoline, diesel fuel, mineral spirits, kerosene and lubricants. Bulk gasoline plants usually receive product from bulk terminals by trailer transport, store it in tanks, and subsequently dispense it by trucks to farms, businesses and service stations.
Bulk gasoline plants are eligible to operate in Florida under the terms of an air general permit (AGP) pursuant to the requirements of Rule 62-210.310(4)(a), Florida Administrative Code (F.A.C.).
An AGP is an authorization by rule to construct or operate a specific type of air pollutant emitting facility. Use of such authorization by any individual facility does not require action by the Florida Department of Environmental Protection (DEP). The terms and conditions of an AGP are set forth in the rule, rather than in a separately issued air construction or air operation permit.
Some bulk gasoline plants may qualify for an exemption under Rule 62-210.300(3)(a)(30), F.A.C., provided:
- The facility receives and distributes only petroleum-based lubricants, gasoline, diesel fuel, mineral spirits and kerosene;
- The total storage capacity for gasoline at the facility does not exceed 100,000 gallons;
- The facility shall not exceed a throughput rate (distribute) of 1.3 million gallons of gasoline in any consecutive 12 months; and
- The facility is not subject to Section 62-296.418, F.A.C.
