All appraisals and appraisal reviews conducted for acquisition or disposition of state lands must be conducted by appraisers on the Division of State Land's Approved Appraiser List, pursuant to Rule 18-1.007(2), F.A.C.


What are the rules and laws governing the procedures for the Bureau of Appraisal?

How does someone become licensed or certified to appraise real estate?

Certification and licensing is handled by the Department of Business and Professional Regulation, Division of Real Estate, Real Estate Appraisal Board.


Who is responsible for issuing and updating the Uniform Standards of Professional Appraisal Practice (USPAP)?

The Appraisal Foundation is charged with maintaining the USPAP.


Does the Bureau of Appraisal require appraisers to adhere to the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA or “Yellow Book”)?

Under some circumstances the Division of State Lands requires appraisals to be performed to these standards. However, the appraiser will be made aware of such requirement prior to bidding on the assignment.

What is different about appraisals performed for the Board of Trustees as compared to those performed for banks, estates or other purposes?

Appraisals performed for the Board of Trustees must conform to the Uniform Standards of Professional Appraisal Practice and the Supplemental Appraisal Standards for Board of Trustees and sometimes federal appraisal procedures.


Are there specific procedures for performing timber appraisals?

The Division of State Lands, Bureau of Appraisal coordinates timber appraisals with the Florida Department of Agriculture and Consumer Services’ Florida Forest Service.
