The Advanced Cleanup Program (AC) was created to provide an opportunity for site rehabilitation to be conducted on a limited basis in advance of the site's priority ranking at sites eligible for restoration funding under the Early Detection Incentive Program, Abandoned Tank Restoration Program, Petroleum Liability and Restoration Insurance Program or the Petroleum Cleanup Participation Program. Since then, changes were made to section 376.30713, Florida Statutes, and the department may now approve applications for AC at eligible sites notwithstanding the site's priority ranking established pursuant to s. 376.3071(5)(a).

There are three types of sites covered under the Advanced Cleanup Program. 

  1. Individual AC sites
  2. Performance Based Advanced Cleanup (PBAC) bundle sites
  3. Advanced Cleanup for Redevelopment (ACR) sites

The department may have an AC Application period (AC individual sites and PBAC bundle sites) between May 1 and June 30 and between Nov. 1 and Dec. 31 of each fiscal year. The opening of an AC Application period is announced on the Petroleum Restoration Program's webpage and in the Florida Administrative Register. Advanced Cleanup Redevelopment (ACR) site applications are open year round.

Only the real property owner or person responsible for site rehabilitation qualifies as an applicant. Applications may be submitted for individual sites or for the aggregate cleanup of five or more sites. Information regarding required components of both individual or bundled applications and the nonrefundable review fee may be found in the documents listed below.

Application Period for Advanced Cleanup Program

The Florida Department of Environmental Protection (Department), in accordance with Section 376.30713, F.S., will accept AC applications for Individual and Bundled sites submitted between November 1, 2024, and on or before 5:00 p.m. on December 30, 2024.  For this application period, the Department will allocate up to $10 million.  Applications will be reviewed in accordance with section 376.30713, F.S.

There will be a public opening of all timely received applications at the Bob Martinez Center located at 2600 Blair Stone Road, Tallahassee, FL 32399-2400 in Room 433 beginning at 10 a.m. on January  9, 2025. A virtual option to view public opening will also be provided upon request.
