Each year Petroleum Restoration Program spending procedures are published that outline various criteria and exceptions to the basic priority score funding process. They are too numerous to list here, but generally include imminent threats and emergencies, executed PAC contracts, approved bankruptcy court order sites, free product recovery initiative sites, source removal with UST upgrade initiative sites, well abandonment required for SRCO, removal and disposal of IDW, certain SRFA agreements, certain PBC milestone authorizations and department discretion special projects.


 

  • Effective Jul. 1, 1995, (beginning of the Preapproval Program) the priority score funding threshold was set at 70 points, with statutory exceptions for former reimbursement sites that had initiated the RA program task prior to March 29, 1995, or were required to continue cleanup pursuant to a court order.
     
  • Effective Nov. 15, 1996, the priority score funding threshold was lowered from 70 to 65.
     
  • Effective Sept. 1, 1998, the priority score funding threshold was lowered from 65 to 60.
     
  • Effective Feb. 1, 1999, the priority score funding threshold was lowered from 60 to 57.
     
  • Effective May 17, 1999, the priority score funding threshold was lowered from 57 to 50.
     
  • Effective Apr. 27, 2000, the priority score funding threshold was lowered from 50 to 40.
     
  • Effective Jul. 24, 2000, the priority score funding threshold was lowered from 50 to 30.
     
  • Effective May 20, 2002, the priority score funding threshold was raised from 30 to 50 for all sites with new CDFs (some cleanup phases were stopped earlier).
     
  • Effective Jul. 15, 2002, the priority score funding threshold was raised from 30 to 50, except sites scored 32-49 in SA phase that may proceed to completion of RAP phase.
     
  • Effective Dec. 19, 2002, the score funding threshold was raised from 30 to 50 for all sites plus a freeze on all new sites starting work, regardless of score.
     
  • Effective Apr. 9, 2003, all work orders (regardless of score) not yet signed by Cost Center Administrator, including free product recovery initiative, were delayed until July 1, 2003.
     
  • Effective Jul. 1, 2003, resumed priority score funding threshold of 50 for all sites.
     
  • Effective Mar. 9, 2004, the priority score funding threshold was lowered from 50 to 46.
     
  • Effective Apr. 1, 2004, the priority score funding threshold was lowered from 46 to 45.
     
  • Effective May 1, 2004, the priority score funding threshold was lowered from 45 to 43.
     
  • Effective Jun. 1, 2004, the priority score funding threshold was lowered from 43 to 40.
     
  • Effective Nov. 1, 2004, the priority score funding threshold was lowered from 40 to 31.
     
  • Effective Jul. 1, 2005, the priority score funding threshold was lowered from 31 to 30 (partial) for the first grouping of 424 sites (with eligibility dates prior to February 1, 1991).
     
  • Effective May 22, 2006, the priority score funding threshold was raised from 30 (partial) to 37, except for continuation of active O&M.
     
  • Effective Jul. 1, 2008, the priority score funding threshold was raised from 37 to 45.
     
  • Effective May 14, 2009, the priority score funding threshold was raised from 45 to 60.
     
  • Effective Sept. 10, 2009, the Priority Score Funding Threshold was lowered from 60 to 56.
     
  • Effective Jan. 3, 2011, the Priority Score Funding Threshold was lowered from 56 to 49.
     
  • Effective Sept. 20, 2011, the Priority Score Funding Threshold was lowered from 49 to 46.
     
  • Effective Aug. 18, 2014, the Priority Score Funding Threshold was lowered from 46 to 30.
     
  • Effective May 8, 2017, the Priority Score Funding Threshold was lowered from 30 to 27.
     
  • Effective Oct. 27, 2017, the Priority Score Funding Threshold was lowered from 27 to 20. 
     
  • Effective Oct. 23, 2018, the Priority Score Funding Threshold was lowered from 20 to 12.
     
  • Effective Aug.15, 2019, the Priority Score Funding Threshold was lowered from 12 to 11.
     
  • Effective Sept. 23, 2020, funding was paused for all work regardless of score except Continued Operation of Remediation Systems, Well Abandonment for Site Closure, and Safety Issues.
     
  • Effective Nov. 23, 2020, funding resumes for Remedial Action Plans and Pilot Tests on sites scored 11 or higher and resumes for Post Active Remediation Monitoring regardless of score. 
     
  • Effective Jan. 29, 2021, work resumes for Natural Attenuation Monitoring on sites scored 11 or higher. 
     
  • Effective Mar. 12, 2021, funding resumes for work under a Site Rehabilitation Funding Allocation Agreement or the Free Product Recovery Initiative and for all work at sites scored 75 or higher.
     
  • Effective May 17, 2021,  funding resumes for work funded under the Advanced Cleanup Redevelopment Program and for all work at sites scored 60 or higher.
     
  • Effective Jul. 19, 2021, funding resumes on sites scored 45 or higher.
     
  • Effective Aug. 27, 2021, funding resumes for work funded under Advanced Cleanup.
     
  • Effective Oct. 11, 2021, funding resumes for work funded under the Low Scored Site Initiative and on sites scored 25 or higher.
     
  • Effective Dec. 9, 2021, funding resumes on sites scored 15 or higher.
     
  • Effective Jan. 20, 2022, funding resumes on sites scored 11 or higher.

  • Effective Jun. 16, 2022, funding resumes for Low Scored Site Assessments. 
     
  • Effective September 26, 2022, the Priority Score Funding Threshold was lowered from 10 (with an eligibility order date prior to January 1, 1991) to select sites scored 10 (those with an eligibility order date prior to January 1, 1996).
  • Effective Jan. 20, 2023, the priority score threshold was lowered to encompass all sites scored 10 or higher.
  • Effective March 29, 2024, the priority score threshold was lowered to encompass all sites scored 7 or higher.
